at the white house. vice president joe biden is here at the white house. chuck hagel, the chairman of the joint chief, martin dempsey, so all of that giving an indication that the president is close to making a decision, but because white house officials are saying this is not about imminent or commenced operations, perhaps we will be hearing about something else. we should also note this administration was set to start briefing members of the senate today, members of the house tomorrow, to fully get them up to speed on what is happen ng syria and so, it will be interesting to find out whether or not the president's comments have any impact. the other thing we should point out and this is just a small, minor thing, is that according to a note distributed to reporters here at the white house, a telepromter has been set up in the rose garen for the president's address. i only say that because yesterday, his comments were very much off the cuff. he had some notes in front of him, but he was not reading from prepared remarks, but this statement indicates that perhaps he will be doing that this afte

the president said he would do when he was a candidate in 2007-2008. let's remember the vice president joe biden, running for president, and in 2007 he was at a new hampshire campaign event where he said as senate foreign relations committee chairman at the time, then president bush moved forward with an attack on iran, try to prevent them from getting nuclear weapons and did without congressional approval, joe biden said he would personally lead impeachment charges against then president bush. we see a much different situation going on now. where they are moving forward without congressional approval. you are right. there is pressure. it is not just john cornyn who is significant. not just a rank and file, a leader, the whip, behind mitch mcconnell, the leader, number one. have you democrats as well. joe manchin of west virginia came out last might and said, mr. president, you cannot move forward with any military force without first getting a debate and vote in the house and senate. now, what is the likelihood of that? highly unlikely because we talked to officials in both parties and got lawm

not made a decision. and joe biden repeated that line today. the president again repeating that to respond to this deployment of chemical weapons is in america's core self interest, and the president said the syrian government carried these attacks out. if you circumstance -- circle a couple of dates on the calendar here, you mentioned those un inspectors. it's very clear that the administration or any allied coalition is not going to initiate an attack while those un inspectors are on the ground. then tuesday the president is scheduled to leave the country. he was going to go see putin, and that got changed, instead he is going sweden before going to the g20 meeting. a lot of folks think the president might want to consult with leaders at the g20. others say that is not likely to have this hanging in the air while they are talking about the economy. also another wild-card here, if the british go wobbly in his term on this, and parlment does balk, then that throws another twist and angle into the potential timing. >> mike, tell us precedent for this. >> well, i think the most direct preced

after he wrapped up his remarks and heard from the battltic leaders there as well as vice president joe biden in the world about this notion of taking ye ining l action. why is he moving forward without partners around the world and without the authorization of congress. to go through those two things separately, the president said he was hoping to have more international cooperation. he was hoping to have the united nations go along with hip and make a strong stand against syria. but the president hinting as we all know that he's been stymied by russia throughout all of this. they have a permanent seat on the security council at the united nations. and the president alluded to that. as for congressional authorization, he said that he continues to consult with congress and that he's been trying to do that throughout this entire process. but you do get the sense, wolf, you talked about the timetable. before he goes to the g-20 summit that's happening next week, if he were really hell bent on getting authorization from congress he would have to probably wait for several days and he would
